The History of Surprise, Arizona
Surprise Arizona was founded in 1938 by Homer C. Ludden. A former postal worker and Arizona State legislator, Ludden sub-divided the rural patch of land and renamed it after his hometown of Surprise, Nebraska. Ludden’s goal was to create low-cost housing for the local laborers. 1960 saw Surprise incorporated as a city with a population of 1000.
